Upgrade to vitest for a more functional and modern unit testing environment.
Jest does not support ESM, and has many very inconvenient oddities with how testing mocks and fixtures must be set up.

notes:

Attempted to do this upgrade some months ago, almost worked but there were intermittent glitches with running the tests.
