USER ISSUE: info box on success #25158

Version: 0.11.0.4 beta release-722

Steps to Reproduce:
create a law and select no as the option for "infobox on success"

Expected behavior:
there will not be an info box on success

Actual behavior:
there is an infor box on succes even after setting it to NO

Do you have mods installed? Does the issue happen when no mods are installed?:
yes, yes.
