INTERVENTIONS: Vaccine distribution at 3 day lag is normal (from receiving in county to delivery to clinic). After some time, efficiency improves and 1 day receiving => clinic is typical
INTERVENTIONS: Vaccine model should take into account change in vaccine efficacy over time
