HTTP code: 400
Error message: Bad Request: failed to get HTTP URL content

I got it when tried to send sendMediaGroup with a link to github.com/foo.jpg.

I got into this issue and what I did was I set up a page for my repo then access my file through URL format below
https://{your-github-account}.github.io/{your-repo}/{directory}/{filename}

to set up a page
At your repo -> Settings -> Pages -> Build and deployment

I suppose you had figure it out already, but might be beneficial for others.

This is an informational issue for our team to not forget to implement a particular error from the Bot API.
