GET on /v2.0/users/{userId}/RAX-AUTH/admins

Also, add some functions to the service to be able to easily find the Service Admin account - e.g GetServicedAdminUser() or something like that as the information is generated by the model at creation. It should return all the information for the user for use - tenant, user, apikey, password.
