Template should contain a Dev Container to ease the development process.

As discussed I've put together a DevContainer which should work. I'll be testing it through the tt07 to hopefully catch any issues with the template default.

Thanks! We'll probably integrate it into the tt08-verilog-template, with the main focus of running at least the test bench in the dev container.
