Please explain your feature request to the best of your abilities:
As it stands now, base spoils of war (the money that gets added to the war chest at the start) is spawned out of thin air. I suggest adding a config option to specify the source of the money. That way you can choose if the money is created, or drawn from a bank or player balance. I think player balances could be an interesting option for a source but I personally wouldn't use it - my main concern is town banks.
For example, if a town war has a base spoils of 5k, then at the start of the war each town contributes 5k from their town bank to create a total of 10k. For a nation war, the base spoils is taken from every town in both sides' nation.
If a town cannot afford the base spoils, then maybe there's a secondary option to either have them follow their default bankruptcy path (following whatever the server has set up to happen to towns that run out of money) or they just don't contribute.
