Snapshots should have multiple tags

Since snapshots are automatically created by this script and (probably) aren't going to be tagged by anything else, we don't have to save tag space (which we do by concatenating backup properties in to the backups:config-v0).

This would aid in sorting by expiry date, and backup type in the AWS Snapshot Console.
