As reported in virt-viewer gitlab,

"I had been trying to figure out for a while why Windows 11 was running so slowly until I ran across this Reddit post that
suggested to turn on all the HyperV enlightenments, and turn off a number of timers."

<hyperv> <relaxed state='on'/> <vapic state='on'/> <spinlocks state='on' retries='8191'/> <vpindex state='on'/> <synic state='on'/> <stimer state='on'> <direct state='on'/> </stimer> <reset state='on'/> <frequencies state='on'/> <reenlightenment state='on'/> <tlbflush state='on'/> <ipi state='on'/> </hyperv>

We could add an "[x] Enable HyperV enlightenments" checkbox in the VM settings.
