Submitting a problem whose size is over the cliArgs.limit value in config.yaml is expected to fail. But in some situations (see e.g. VROOM-Project/vroom-docker#38 (comment)), the connection to the express server just hangs without an explicit error message.

The correct behavior would be to send back a 400 HTTP status code.
