Improve WAILA functionality #167

There are some things that I have noticed that could be improved:

Segments should have their information (modes for sides, colour, segment modes, slave or master)
Can the WAILA code here use translations?
Is it possible to customise item (not just in-world) tooltips for WAILA?
Other blocks should also have informative tooltips for WAILA
