File VERSION not found when pip installing

Stephen Kane ran into an issue pip installing vplanet. He was running on Ubuntu 22.04 and Python 3.10. When he ran pip install vplanet, the installation errored that the file VERSION was not found. To work around this bug, he cloned the repository, and ran sudo python setup.py develop. This returned an error that astropy required numpy v.123. After running pip uninstall numpy and python-dateutil, he was able to rerun the setup.py script and successfully install vplanet.
