Create a NIF wrapper around https://github.com/jacketizer/libnmea

Not sure it is worth the effort, as parsing in Erlang remains trivial. Could be good to normalize the parsing.

Also create an independent util Erlang library from geo_conversions.erl: https://github.com/YtoTech/geo_sensors_gateway/blob/3436d92f7ad86ee3dedc3f053020333c2b196d89/src/geo_conversions.erl
