zcashd v.5.2.0 on Win10 and fully synced.
Zec Fullnode v.1.8.3 on Win10 doesn't display any balance, see attach.
zcash-cli getinfo display correct balance on json format, see attach.

Zecwallet GUI is now unsupported in Windows. Use the CLI to transfer your funds to a lite wallet.
