It takes a long time for the job to be triggered and run on the runner in gha-runner-scale-set.

Hello. First of all, thank you for using gha-runner-scale-set mode well.

However, we noticed that from using that mode, it takes quite a while for workflows to be triggered in the repository and run in the actual runner.

The difference between running time and total time is about 20s, so I want to find the cause of how I can reduce this time.

Also we collected Prometheus metrics and checked the gha_job_startup_duration_seconds_sum metric and found that it took about 3s of time on average. In other words, I've noticed that the controller doesn't take much time, so I'd like to know what else causes the long delay of about 20s.

IdleRunner is in enough condition. If anyone is experiencing similar symptoms or has resolved the delay, please advise. Thanks.
