Timeout when closing the broker #6673

It was mainly detected when running pytest, for example:

pytest tests/engine/test_launch.py::test_submit_wait -v -s --log-cli-level=DEBUG

The test passed but it takes 10s to finish the test since the teardown process of closing the RmqCommunicator stuck with timeout.

I guess this may also related to the verdi daemon stop is not always very responsive, but requires more investigation and benchmark on it.
