[Bug]: GItHub Action PR Phrase trigger run on master branch

What happened?

It is found that the GitHub Action workflow triggered by comment phrases (e.g. Run RAT PreCommit) runs on master branch, instead of the PR branch. In addition, the status is not updated to the PR.
