Sponsored transactions abuse

Sponsoring transactions is necessary to onboard web2 users but can be abused by bad actors to drain the sponsoring funds. There is a strong need to protect against that

ex:

• user split an object using sponsoring
• user merge the object using his own gas, winning the rebate paid by the sponsor
