APC 3.11.0 introduced the pyxis Spank plugin. This must be build on the login nodes or else slurm commands like srun and sbatch will fail.

I'm filing a separate feature request to build pyxis on the login nodes and until then I'm disabling the Spank plugins.

Add support for APC 3.11.0
5de7de8 
Disable spack pyxis plugin so that external login nodes work.
The spack plugin has to be built on each login node OS and arch.

Related to #259
