Python Tests have been failing for a some time in CI.

./buildkite/scripts/generate_swagger.sh: line 10: cd: docs: No such file or directory
🚨 Error: The command exited with status 1

We need to:

  1. Fix them
  2. Add them as a blocker to PR merges if they are failing.
