Add an "Add above" button/link for a paragraph

In D9+ there's an optional "Add above" widget that is to the right of a paragraph in a dropdown menu. Something like that would be useful for Backdrop, even if it's just a regular button next to the "Edit", "Remove" buttons on a paragraph.

Again, mentioning the layout/paragraphs idea which would allow you to add paragraphs directly to the region that you want.

But this could be okay for the legacy interface add long as it doesn't clutter it up too much.
