Can't re-import egg from same repo with same name #102

Steps:

successfully import an egg from git.
(accidentally) publish
delete the egg
Can't create with same name, tmp directory error message.

Expect:

Fix /tmp error or
Give better error message if re-create is not allowed. Warn about this before delete and allow for an admin override.
