[FEAT-REQ] Docker image support for hosts other than x86 #69

The dockerfile for running the CI assumes an x86 host. For example, the download of x86_64 host toolchains is hardcoded.

We must make the dockerfile image generic enough to target all realistic host architectures. This would mainly include aarch64.
