If all the members of a company leave, there needs to be some process for absorbing the company's resources and costs.

Something that came to me tonight was the idea of what's a beneficiary with a bank account. Essentially, when creating a bloc, N other blocs must be named as "sponsors." So if I create a bloc X and get blocs A, B, and C as my sponsors and all members of the bloc X leave, the resources of bloc X become automatically assigned to A. If A is bankrupt then B. If B is bankrupt then...

So blocs must get sponsored by another existing bloc, and sponsorship comes with the responsibility of incorporating/liquidation/repurposing of resources of the sponsored bloc in the event of bankruptcy.
