However it is not published to the central bazel repo.

Going to skip 0.0.6. We'll do a rules_license release shortly,
Then update platforms to depend on that
then release a newer module.
It's not clear why version.bzl says 0.0.6 while MODULE.bzl says 0.0.8. That's another question.
