vue-select component update

Describe the task
vue-select has a 4.0 beta version that works with Vue 3, but that is 2 years old with no stable version yet. Likely we will need to find a different solution.

Purpose
vue-select related code will likely break when we remove the vue compat migration build and move entirely to Vue 3.

Acceptance Criteria

• The application builds and runs successfully
