Describe the task
Create CI/CD GitHub Action for Custom Web Frontend Deploy

Acceptance Criteria

When pushing to "dev" branch, it deploys to dev
When pushing to "test" branch, it deploys to test
Handle prod case, either by updating release script or documenting

Additional context

Reference for simple script (can potentially remove setting variables stage): https://github.com/bcgov/foi-flow/blob/main/.github/workflows/request-management-api-cd.yml
