SKR 1.4 turbo fan0 not working with a stock blower fan

i need some help trouble shooting this, so i am using a stock ender 3 pro hot end and blower fan, the hot end fan works when temps is above 60 and the blower fan does not work at all. it is plugged in fan0, but when i plug in a brushless 24v 0.06a 4010 fan, it works and i can control it with marlin. so then i bought a new stock blower fan (4010 24v 0.01a) to replace it, but that wont turn on. i am stumped on troubleshooting, ive spent countless hours messing with the marlin firmware and then wiring, but it doesnt make sense that it works with a different type of fan and not the other i have read a lot of these boards have a mosfet issue, but again my 4010 blower fan 24v does not work but my 4010 hot end axial 24v fan works when plugged in fan0, and i am able to control the fan speed with marlin. does that mean my mosfet transistor is still working?. any tips would be appreciated
