Has vault security improved in any way?

Code Contribution Proposal

In the changelog of the latest client relase (web and desktop) it says "Enable individual vault item encryption keys".
Initially I thought it indicated that it was possible to define an additional password for each vault item, but this is not the case.
Can anyone tell me what this means and what has changed?
