[Enhancement]: Light/Dark mode toggle should be in settings menu

The light/dark mode toggle is currently present at the user profile menu along with the log out button. Rather it should be in the settings menu under appearance.

Hey, I would like to work on this issue. It would be more intuitive and user-friendly to move it to the settings menu under "Appearance."
I'd be happy to work on this if it sounds good! Let me know your thoughts.

I'm still fairly new to React, so I can't commit to more visual design tasks. However, if you open up issues, I'd be happy to take a look and see if it's something I can work on. It would be a fun way for me to learn.

You may want to check the link above (dark-mode-toggle) and see if you can implement it, without removing the current implementation (#938). We can then try and see if it is a better looking solution.

This is the library we use to build all our UI comments so it would be ideal to use this.
