Provide Path to Python for Kohya

As the title states, I think it'd be handy if we were capable of providing a direct path to the installation folder of python to Kohya during (or before) the initial startup/setup. 3.10.9 (at least on my computer) has some issues in regard to being recognized as being installed, even if it runs and path variables are appropriately configured. This stops me from being able to get Kohya installed, and also makes options such as a portable installation more difficult (if not impossible).
