Left navigation bar always resets on clicks

Describe the problem:
When I click on a link on the left that I had to scroll down to see, it resets when I click it which loses my place in the navigation bar.

Describe how the site should look?
Ideally, I would like the left bar to remain where it was when loading the right page so I don't lose my place in the navigation of the site.

Added a collapsable menu, which somewhat remediates this issue, but not completely.
