backend should update at 2am instead of 1:30pm #161

According to Suzanne, the timestamps on the Netfile data indicates that the upstream data updates around 1am. To reduce delays, we should update the backend around 2am and the frontend around 3am.

@tdooner If you point me to where this happens I can probably figure out how to change the time.

This is controlled by a Travis Chron Job. There is no way to specify when it runs.

GitHub Actions will give us full control on the schedule directly in the repo.
