Describe the bug

MV Shuttle has a "false" value for dim_provider_gtfs_data.public_customer_facing_or_regional_subfeed_fixed_route. It probably should be set to "true".

Expected behavior

dim_provider_gtfs_data.public_customer_facing_or_regional_subfeed_fixed_route value for MV Shuttle should probably be "true".

Additional context

This is making the entity not show up in the Statewide GTFS Realtime Metrics Dashboard.

I believe it is false because City of Mission Viejo is missing a cal-itp id.

Based on the logic for public_customer_facing_or_regional_subfeed_fixed_route

The airtable_entry for MV go.

We might also need to populate the field Regional Field Type
