Set up dependabot to create PRs for when there is a new superset base image is available or if there are any new updates to packages in the superset/requirements.txt file.

How should we test the updates work? We're planning on redeploying the superset image during the nightly builds. Maybe we could just wait until the nightly builds pass to ensure the superset is working with the new packages.
