Integrate FERC 1 energy storage operations tables #3890

This issue is a spin off of #3544.

At the end we discussed whether to integrate the following tables:
energy_storage_operations_large_plants_414_duration
energy_storage_operations_large_plants_totals_414_duration
energy_storage_operations_small_plants_419_duration
energy_storage_operations_small_plants_totals_419_duration

We decided not to do so as part of that data integration effort. This issue encapsulates that stream of work.
