VCE RARE post-release loose ends

Issues that we need to address but which didn't make it into the first released version of the VCE RARE data.

1. Figure out why Oglala Lakota County, South Dakota is missing from our maps

9. Rename report_year to year and county_or_lake_name to place_name
10. Clarify what's going on with all the inland "offshore" wind capacity factors

It turns out that Oglala Lakota County, SD (FIPS 46012) was Shannon County, SD (FIPS 46113) up until 2015.

The 2010 Census DP1 data in PUDL has the old Shannon County information.

The VCE RARE data still uses the old name, but has the new FIPS code (46113).
