IPUMS NHGIS just came out with their own API

It would be good to wrap this up and provide it in cenpy. Shouldn't be too hard to build the product interface over it, though we may need new plumbing.

One consideration here is how the citation for the NHGIS database will be propagated. It may be appropriate to add a hook that prints the correct version's citation when an API request is made.

Research using NHGIS data should cite it as:

  • Steven Manson, Jonathan Schroeder, David Van Riper, and Steven Ruggles. IPUMS National Historical Geographic Information System: Version ##.0 [Database]. Minneapolis, MN: IPUMS. 20#.
