Inconsistent reading of GeoClaw Storm Format

As reported by @anamat21, the GeoClaw storm surge format does not appear to actually read in the storm format correctly and produce a consistent storm object. This probably should not be possible in any case and should be corrected more broadly by instantiating the correct structures initially rather than initiating them to None as is now done.
