make: execvp: python: Permission denied error during Python installation #651

When trying to install the Python version on Ubuntu 20.04 as described in the readme, I get the following error:

    python setup.py build_ext --inplace
    make: execvp: python: Permission denied
    make: *** [Makefile:3: all] Error 127

Steps to reproduce (in a fish or bash shell on Ubuntu 20.04):

git clone https://github.com/cocodataset/cocoapi.git
cd cocoapi/PythonAPI
make

Additional notes:

I have a an alias from python to python3 inplace
