Regions don't show when top-level region is always the same

i think it makes sense that we don't show a filter dropdown if the value applies to every meeting, for example it doesn't make sense to show the Time filter if all meetings are in the morning

that said, the region is a little different because it has children. if the top level region is always the same, perhaps we don't want to show it, but show its children as top-level regions?

also i think it does make sense to show the table column for regions regardless, as long as there are any values to display it should show
