Consecutive Rules are nested in the outline panel

"First Rule - current balance" and "Second Rule - daily maximum balance" should be same level
but, In the outline panel(in the right), "Second Rule - daily maximum balance" is displayed as a child of "First Rule - current balance"

In the outline panel, "First Rule - current balance" and "Second Rule - daily maximum balance" should be same level
