support a read-only mode for the deployment (i.e. user cannot trigger the job/job is not auto-triggered) (if he does not have specific permissions)

(i.e. this is quite similar to the static deployment preview which is being outphased)

but also would not do any harm in case IO managers are not yet updated to handle the special ENV variables (and not accidentally write garbage data to production in a deployment preview)
