No Analytics for any outbound link on dapr.io website

Summary:
Google Analytics only tracks clicks/links within the site by default. However dapr.io website is mostly about linking to externals, e.g. docs.dapr.io, github.com, discord.com, etc.

Proposal is to add script to send outbound event on all A HREF clicks to externals per: https://support.google.com/analytics/answer/1136920?hl=en#zippy=%2Cin-this-article

Hi @msfussell @yaron2 @paulyuk et all: the Dapr.io GA4 account provides tracking for outbound clicks "out of the box":

So the changes made in PR #64 are for UA only, which will stop working in about 5 months -- as is mentioned in #71. I suppose that this way you'll be able to compare the UA and GA4 data.
