tweak .gitmodules to reference HTTPS-mode git projects for PROD mode #7

Default mode should be considered PROD and if the absence of env var (e.g., DATTDEBUG) is detected, then .gitmodules should be updated to refer to HTTPS urls for submodules (instead of SSH).
