Process Updates

When we go to new chains, we deploy registry and factory early.
We deploy pools early (several days before we go live).

Script Updates

Reduce configuration line count.
Reduce hardhat config changes.
Reduce reliance on naming.
More artifacts (constructor arguments / standard inputs)
