When upgrading from PX4 v1.14.4 to v1.15.0, we're encountering an issue where no DataWriters are being created, despite many DataReaders being created. The same behavior occurs for both Holybro Pixhawk 6C and Cube Orange Plus.

We've been able, however, to run PX4 v1.15.0 SITL in WSL with no such issues (over UDP link).
