Description

From notes in Eiffel TC on Aug 17 2023:
When should we step versions of our events? As per #366 (review). We decided to try to be ultra strict - any change in a yaml file will result in the version stepped on the event, regardless of if it is just a spelling error or other.

N/A

Benefits

Clearer version stepping guides
