Describe the bug

When applying a damage filter which DISALLOWS players from damaging the NPC, the stunstick alt fire can still be used to create a supercharged ragdoll without killing the NPC. Said ragdoll can then be used to damage other NPCs, who would otherwise also be immune to player damage.

Steps to reproduce

Steps to reproduce the behavior:

  1. Create a filter_activator_name with "filtername" "!player" and "Negated" "1"
  2. Create an npc_metropolice which uses the filter from step 1.
  3. (OPTIONAL) repeat step 2
  4. Select the stunstick
  5. Charge the stunstick fully and hit the metrocop
  6. See error

Expected behavior

I was expecting nothing to happen.

This issue was opened ages ago. Is it still occurring now? I'm not sure if we ever fixed this.

It is still occuring in E:Z1, E:Z Mapbase and E:Z-U. In EZ2, the issue becomes more or less void by the combine soldier friendly fire config
