wal2json.c:13:22: fatal error: postgres.h: No such file or directory

I am trying to install/compile wal2json.c in my windows machine and getting following error.

wal2json.c:13:22: fatal error: postgres.h: No such file or directory

Is these libraries are missing in github or do I need to point to these libraries from where I installed postgresql?

FYI, I changed path C:\postgres\pg103 to my local c:\pgsql where I have installed postgresql. Also postgres.h is present in C:\pgsql\include\server.
